Green Flag Alert

greenflag2A green flag alert has been issued.  Please remember IF a yellow flag alert is issued CARS WILL BE TOWED from streets in the upper and lower canyon. The affected streets are: Mount Wilson Trail, Churchill Rd., Skyland Dr., Fern Glen, Fern Dr., Idlehour Ln., Canyon Crest Dr., Orange Dr., Woodland Dr., Brookside Lane, Sunnyside Lane, Yucca Trail, and Holly Trail. The cars will be towed to Saint Rita’s catholic church at he corner of Grandview and Baldwin, parking lot on Grandview.

If you are expecting holiday guest make sure they are aware of the parking restrictions,  during the yellow flag status overnight parking restrictions in the rest of the city will be rescinded. 

The National Weather Service is forecasting a 90% chance of rain in Sierra Madre on Tuesday and Wednesday, November 25 and 26, 2008. The quantity of precipitation is over 2” for Tuesday, decreasing sharply for Wednesday. However another storm is possible over the weekend.

If you need sand and and bags they will be available at the Public Works Yard (621 E. Sierra Madre Blvd.) and the Fire Station (232 W. Sierra Madre Blvd.).  Also for Marlborogh Terrace residence sand bags will be available at Kim’s house at 641 Skyland Drive (2 story yellow house) they will be on the west side near the trash cans.  If   you take the last bag please notify Kim immediately via e-mail or phone.

Some background on the Sierra Madre Mud Alert System in case you have not been reading the flyers and notices that have gone out:

Stage One: GREEN FLAG – Activated under a prediction of 80% – 100% chance of precipitation. Affected residents should get “READY” for potential evacuation. This includes keeping a close watch on weather forecasts.

Stage Two: YELLOW FLAG – Activated with an LA County Phase 1 mudflow forecast. This is described as small, isolated debris and mudflows possible at specific locations. Affected residents should get “SET” to leave their homes and may choose to voluntarily evacuate. Please note that all vehicles must be off the streets in potential mudflow areas during Yellow Flag alerts.

Stage Three: RED FLAG – Activated with an LA County Phase 2 or 3 forecast. Phase 2 includes moderate debris and mudflows at more widespread locations. Phase 3 – the potential exists for significant debris and mudflows to be widespread. Affected residents should “GO”, meaning they should immediately evacuate, and vehicles should not be parked on the streets.

Mudslide Prep

Back in July the City (actually on contractor hired by the City) started to tear out vegetation in the upper canyon in preparation for the installation of K-rails to divert mud flows. When this started there were alot of questions from the residences that were not answered clearly regarding what the plan was and why k-rails, thus the first of  many community meetings on this subject was held here in the upper canyon back in September at the insistence of the residents.

The initial plan was to install K-Rails from the top of canyon Crest all the way down to Orange, thus eliminating any street parking by early October. Many of the residentson Canyon Crest rely on street parking as there is no other option for them. The City had a variety of plans for parking, such as park in town in a designated area then shuttle from town up into the Canyon.  I personally laughed at the idea as logistically it would be a night mare!  Can you imagine some poor mom trying to “shuttle” up the hill with 2 toddlers, a stroller and 10 bags of groceries?

Well October came and went and no k-rails.  I believe that the plan must have changed and the install had to be thought through a little harder.  The immediate “reaction” to install k-rails regardless, must have quickly been put off as the reality of it was revealed.  The last I have heard is that the k-rails will be going in December 8th and that for current information on this install and plan there will be a meeting at 6:30 December 3rd in City Hall Council Chambers.

Sierra Madre’s own construction efforts have yet to start. City officials recently awarded a $160,000 construction contract – funded mostly by the Natural Resources Conservation Service – for barrier projects in the area. The city is set to receive $575,000 from the NRCS for mudslide prevention.

No Confidence?

Recently the Sierrra Madre Police Association gave a vote of no confidence to their Chief Marilyn Diaz. After this vote and lawsuits being filed by the POA, Bill Coburn had the opportunity to interview the chief recently and catch up. Unfortunately because of the pending lawsuits she was unable to say much on that subject. 

I was curious as to why our dynamic Chief was having such dissenting amongst the masses. But when I read the text of the actual complaint (complete below), it was juvenile and petty.  The Chief is doing her job by implementing change and making the “status quo” no longer acceptable, this department that has not seen new blood for years doesn’t like change, it means more work and more challenge. After this community voted to implement the UUT to give them a raise, they are acting like spoiled children!

A recent news article highlights the need for change in the department and how our Chief is doing just that:

Chief Diaz has been instrumental in implementing changes within the dept and how it interacts with and for the community it serves. Programs such as the popular Neighborhood Watch have greatly increased since Diaz took charge of the department two and a half years ago.

Diaz said that she recognized opportunities to “raise the dept to provide a higher level of service delivery and create more partnerships within the community,” going on to assert that, “In carrying out this mission – some people have been a little reticent to follow through – it’s difficult for some people to change.”

“I think [the SMPOA lawsuit] is a response to the changes we’re trying to bring about – like greater accountability,” Diaz continued, “The dept has been in existence for 100 years and has developed its own culture. Sierra Madre is wonderful community. I cherish working here for a terrific city manager and city council. I am confident and eager to move this department ahead in pursuit of this mission.

TO:        PRESS RELEASE TO LOCAL MEDIA

FROM:    SIERRA MADRE’S POLICE OFFICERS ASSOCIATION

DATE:        NOVEMBER 4, 2008

SUBJECT:    VOTE OF NO CONFIDENCE IN POLICE CHIEF MARILYN DIAZ

To preserve the quality of public safety provided to the Sierra Madre community as well as maintaining integrity and moral within the Sierra Madre Police Department, the Sierra Madre Police Officers’ Association (SMPOA) regretfully announces that it has taken a vote of no confidence in its Police Chief, Marilyn Diaz. The vote was conducted by secret ballot in which 100% of the SMPOA members responded (all dispatchers, police officers, corporals and sergeants in the Police Department). The count has recently been finalized. The vote of no confidence in Chief Marilyn Diaz demonstrates the Chief’s failure in her job and her waste of taxpayer money.
A number of incidents during Chief Diaz’s two-year tenure with the Department have resulted in this vote of no confidence. Primarily, it is Chief Diaz’s lack of leadership, hypocrisy, and expensive paranoia that has led the small and once close-knit cohesive Department to render such a damning indictment regarding her failure.

As a few samples of Chief Diaz’s lack of leadership and ability we include the following.

1.    This week, Chief Diaz is requiring all Sierra Madre Police Department personnel to attend a retreat run by Win-Win Workplace Solutions. The purpose of the retreat is to engage in team building and improve morale within the Department. The retreat will last two days, with the first day attended by supervisory personnel, and the second day by all other personnel. This retreat costs the City of Sierra Madre money, not only in the amounts paid to the retreat operators, but for the time of Department personnel and for the time of the individuals filling in for those gone to the retreat. Chief Diaz required all Department personnel to attend this retreat upon her arrival two years ago. The fact that such a small police department (roughly 20 employees) is required to attend this retreat yet again, on the taxpayers’ dime, is indicative of the Chief’s lack of leadership.

2.    Chief Diaz has implemented a rule of three whereby every call requires three officers to go. The Chief participated as the third officer in a call-out, however when the arrestee began to resist arrest a struggle ensued. While the two officers struggled with the suspect, Chief Diaz stood idly by, doing absolutely nothing. She failed to step-up and to protect her own officers.

3.    There are several reports of Chief Diaz falling asleep at a variety of meetings, including City Council meetings. This raises a serious fitness for duty question. In such a small police department where Chief Diaz responds to calls, it is imperative that she is physically alert at all times. Not only for the safety of the citizens, but for herself and other officers. In addition, it is very disrespectful for Chief Diaz to be in attendance at a meeting with her head bobbing up and down as she sleeps while someone is making a critical presentation or speaking.

4.    The Association recently made a public records request to the City of Sierra Madre regarding how many Internal Affair investigations have taken place during Chief Diaz’s two-year tenure. The City stated that 12 have taken place during calendar years 2006 – 2008 (up to October 23, 2008). However, the Associations legal defense group stated that at least 18 have taken place during this time period. Either way, based upon the City’s number or the legal defense group’s number, the amount of Internal Affairs investigations have increased approximately 100% – 500% per year since Chief Diaz’s arrival. The City contracts out to the firm Norman Traub Associates to conduct these investigations. These investigations cost the City thousands of dollars, all on the taxpayer dime.

5.    Due to Chief Diaz’s arrogant acts and horrible management, the Association has had to file two lawsuits against her and the City. The first deals with her violation of the MOU by changing the schedules of dispatchers and officers. The second, is her illegal search of the officers’ private lockers. It is estimated that hundreds of thousands of dollars will have to be spent by the City to defend these lawsuits.

6.    Chief Diaz has repeatedly harassed her own employees. Chief Diaz has demonstrated a propensity to invade to privacy of her employees for no valid reason. A dispatcher who underwent surgery recently had to deal with the Chief showing up to her house, obtaining her medical records, and having an officer drive her to her medical appointment and wait in the car for her (an utter waste of City money). All of these incidents were against the will of the employee.

It is only after numerous attempts to work together and hoping that Chief Diaz would turn around that the Police Officers Association has taken this action. As members of the community responsible for its public safety and well being, the SMPOA feel an obligation to rid its Department of someone who has an obvious lack of respect for the individuals she supervises and tax-payer money. We seek community support in contacting our City Council Members to rid our Department of such poor leadership. The SMPOA is asking members of the community who have concern with this issue to attend the City Council Meetings generally held on the 2nd and 4th Tuesday of every month at 6:30pm.

Change has Come

If you are like me you are relieved that this election is over. After 8 years of one long, unmitigated nightmare, we will have a new president.  The adults are finally going to be in charge again!  I’m so excited about this!

Sierra Madre voted solidly for Obama and against Prop 4, both reflected the county and state as a whole. Along with other cities in the San Gabriel Valley, Sierra Madre also voted solidly against Prop. 8, although unfortunately this ended up winning at the state level. However I am pretty sure we have not heard the end of that fight, as it is just beginning.

Sierra Madre’s vote against Prop 8 was a relief to me, given the laughing stock we became back when the City Council adopted an ill-advised amendment to the Municipal Code that attempted to define ”family” in a way that excluded so many of us. I am glad to see  Sierra Madre resist the attempts by the Bible thumpers to codify their own particular interpretation of the “Good Book”.  If they spent just a quarter of the time reading our state and federal Constitutions as they do the Bible, maybe they’d be just a little more inclined to understand why so many people oppose legislating narrow versions of morality into our laws. That’s what churches are for.  Keep them separate! Perhaps we should even consider not issuing marriage licenses for anyone, civil unions for all! We need to move past this divisive social agenda and tackle real problems, whether it be the sad state of the downtown, getting our fiscal house in order in Sacramento, or fixing our health care system in Washington.

Our own Michelle Keith who has been with the City of Sierra Madre for over 20 years will be leaving for greener pastures. She has accepted the job as the City Manager of Bradbury. The city with more horses than people, and only 3 employees. A true “contract” City.

We wish her well. The loss of experience and dedication as valuable City employees leave will not be easy for our small City to handle.

Recent rains and subsequent mud and debris flows demonstrate the need for property owners to protect their homes and properties from potential mud flow damage NOW.

The City of Sierra Madre is asking all homeowners to prepare for the possibility of a repeat rain performance in the coming months, and to retain filled sandbags at their own property for immediate re-use in the event of a storm forecast.

“Used” sandbags and covers are recyclable and should not be discarded or turned back in to the City. The City is not responsible for collecting used sandbags that have been discarded in the street so please help keep the neighborhood tidy, and plan to re-use your sandbags.

Trail Race


According to the City of Sierra Madre WEB site, the Mt. Wilson Trail Race will take place on 6-07-08, at 7:30:AM.

After much assessment and forethought, the Mt. Wilson Trail Race Committee has decided to postpone the race to June 7, 2008.

The Mt. Wilson Trail Race Pasta Feed will occur Friday night, June 6, 2008, at 6pm in Kersting Court.

Following is the official announcement from the city:

After much assessment and forethought, the Mt. Wilson Trail Race Committee has decided to postpone the race to a TBD date, hopefully in the next three to four weeks.

While we are confident we could restore the trail after yesterday’s rainstorms, the rain that hit us last night and this morning make more work for us and compromise the safety of all participants. The ground above and below the trail is very saturated right now and with more impending rain in the forecast, there is a chance of a slide either before or during the race. While those on the committee are competitors at heart, we know that your safety comes first.

The thunderstorms that are predicted will also affect the pasta dinner tonight and the race-related activities tomorrow. We would rather wait until the weather improves and we have had a chance to get the trail more race-ready.

I apologize if this decision inconveniences you, particularly those who are coming in from out of town. We hope you can make it on the date we set, but would rather not refund entry fees and direct them to the additional costs we will have of setting things up again, and the expenses we will incur to restore the trail to race conditions.

So, everything will be the same, just a few weeks later. I knew you would appreciate more time to train!

Thanks again for your support. As much as we are ready to go with the race, we think we are doing the right thing.

The City will be holding and Emergency Council Meeting today at 1:00 pm to declare a state of emergency.

Helicopters are the Fire Service watching the hillside according to the PD, I phoned them regarding this. They have been there since very early this morning.

Apparently the evacuations are voluntary, so someone needs to tell Code Enforcement, since they indicated to me yesterday the North side of Skyland was mandatory. Several slides have occured, my sources have said no structural damage.

Sandbags are available at the City Yard.

AM Update
For a morning update head over to Bill Coburns site. He has been monitoring the situation throughout the night. I woke at daybreak to the sound of helicopters, most likely the news crews trying to get footage of the hillside. Fairly heavy rains throughout the early morning hours.

According to Bill no additional flows have been reported. The am news however says today’s weather will be much like yesterdays with possible thunderstorms this afternoon. Rain though Saturday, and sunny on Monday.

At this time no word on the trail race. However with the rain continuing I am sure they will be assessing the trail several times during the day and early morning before a decsion is made.
